	<description><![CDATA[<p>Last updated: 2008-08-31 </p><p>Chapter 1: Educational Reform</p><p>In a day of 2112, a news report goes: "...As this is the first year where<br />totally new examination system is implemented, many HKCEE candidates<br />find it difficult to handle the totally new exam format in every subjects.<br />First, due to lenghtened examination period, HKCEE has become a great<br />challenge of candidates' physique. Many candidates has been reporting <br />that the examination paper is set to be too difficult and some even <br />go beyond the set syllabi..."</p><p>The camera then switches into a live seminar. From the TV, a made-up coarse<br />voice appears. Victor Wong, having a glimpse of the TV screen, <br />turn stunned, then report to her wife, Jessica Chan, in hysterical mood:<br />"Look! Your bosom friend has been on screen!"</p><p>Her attention then is put onto screen. In her eyes, she observes a cool<br />gal who looks like a male but with vocal pattern imposible to prove so . <br />The eyesight of that as tall as her husband is splendid, but she<br />can still feel the secular psyche at a distance.</p><p><em><strong>Hint: Who is Victor pointing to in the TV screen?</strong></em></p>]]></description>

To understand the secular issues related to IT application<br />(This time, it applies to an education and assessment systems,<br />Hong Kong Examinations and Assessment Authority(HKEAA)senior members,<br />with a designated Computerized Marking System manager from a third-party<br />commercial IT company called SuperMe Co. Ltd.)<br />2. To be able to adapt to contingent decision-making<br />3. To appreciate the IT development and its relationship to society<br /><br /><strong><font color="#ff0000">WARNING:        THE SAMPLE DIALOGUES (SCRIPTS) ARE FOR REFERENCE ONLY.<br />NEVER ROTE/MEMORIZE IT MECHANICALLY; HOWEVER, IMPROMPTU <br />PRESENTATION ARE ACCEPTABLE SO LONG AS IT IS RELEVANT TO THE<br />FLOW OF THE DRAMA CONTENT. NOTE ALSO THE IMPORTANCE OF<br />EXPRESSION USING GESUTRES AS INDICATED IN BRACKETS [] . </font></strong><br /><br />SITUATION        :<br />Since 2006, HKEAA has decided to use electronic method to mark candidates’<br />answer scripts. However, the procedure is much complicated so that many <br />junior examiners simply complain to the senior examiners as to the downside<br />of new and computerized marking methods. However, the chairman of HKEAA<br />insists to use electronic marking system by deploying IT experts from <br />SuperMe Co. Ltd, for fear any of the candidate’s answer script would be lost<br />manually without electronic back-up (by scanning the script using PC-type <br />scanners) in prior to traditional handwritten marking by examiners. As to this <br />issue, the chairman of HKEAA, a senior examiner in charge of HKASL Use of<br />English, and the after-sale service manager from the company, are going to<br />have Net-meeting striving to solve the troubles of electronic marking.<br /><br />ROLE-SETTINGS<br />1.        Mr. Joseph Li:         <br />He is a senior examiner of HKASL Use of English in HKEAA since 1995. He has <br />published many subject-related textbooks and played the role of monitoring <br />the marking of written papers (Section A,B,C,E) by the junior examiners. <br />Since 2006, he has received many complaints from the junior examiners as to<br />the administrative inconveniences caused by computerized marking system <br />adopted by the chairman of HKEAA. Personally, he appreciates the enhanced<br />answer script integrity (e.g. by backing-up using scanners, no lose of <br />students’ script would occur), but he also found that the current electronic <br />marking system (an IT product used by HKEAA) has much room for <br />improvement. In the NetMeeting, he is going to search for feasible <br />techniques that the company (which HKEAA has patronized) can further <br />provide in order to improve the efficiency and effectiveness of computerized script-marking.<br /><br />2.        Mr. Danny Fung:        <br />He is the chairman of HKEAA. In order to reduce candidate’s complaints about<br />loss of scripts and unfair marking procedures, he has adopted the <br />computerized script-marking system provided by SuperMe Co. Ltd; however,<br />the cost of running the system is so high that HKEAA, as self-financed (i.e. no<br />funding can be received by the government in HKSAR) institution, is currently<br />running a risk of structural deficit of balance. Thus, in the NetMetting, he <br />would quest for more cost-effective electronic marking solutions provided by  the company.<br /><br />3.        Mr. Edward Au:                <br />He is the after-sale service manager of SuperME Co. Ltd. He also bears fruits<br />in IT development of electronic marking technologies. He is acting a role to <br />solve the problems suggested by the aforementioned 2 HKEAA members and<br />he is also responsible to maintain the goodwill by reducing dissatisfaction of <br />computerized script-marking service kits.<br /><br />Point to note:        <br />The drama presentation venue will only have seats and tables. <br />It is suggested that appropriate facial expression when conveying emotions<br />and gestures simulating the running of the computerized script-marking <br />service kits will lead you to vantage point of effective communication. An <br />example of doing such is operating script-scanning with a scanner: one just<br />need to use a hand to sweep the table in air to simulate the scanning <br />process. For further suggestion, please peruse the sample script carefully.<br /><br />FLOW OF THE DRAMA:<br />1.        Au (Sale Manager) first introduces himself and the purpose of the NetMeeting.<br />2.        Greeting by showing the gesture of “Hi!”<br />3.        Au asks Li (Seminar Examiner) what problems regarding the use of<br />current computerized marking systems the junior examiners have encountered.<br />4.        Li explains the complaints received from the junior examiners <br />regarding the use of the current system, with demonstration:<br />a.        Looking at computer screen is quite inconvenient to them<br />b.        Hand-writing the marking script (like directly mark the candidate’s <br />answers on the table) is no longer possible under the current system<br />5.        Fung further provides statistical results from surveying junior<br />examiners, in a bid to force Au providing feasible solution; <br />otherwise, the contract will be ended.<br />6.        Au provides a solution: horizontal-screen touchscreen marking system.<br />7.        Fung asks for demonstration.<br />8.        Li asks for specifications (details of the operation of new marking system)<br />9.        Au suggests additional features of the new marking system<br />10.        Li asks for clarification as to how the marks are entered under new system.<br />11.        Au asks for Fung if there exist any complaint about mark-submission sytem<br />under the current system HKEAA uses.<br />12.        Fung says that there is no problem<br />(i.e. no junior examiners complain about this), <br />and ask if such function is retained/kept in the new system<br />13.        Au Confirms Fung’s request (OK)<br />14.        Fung anticipates/predicts procedures of upgrading the system.<br />15.        Au Confirms Fung’s guess (Bingo)<br />16.        Li asks for after-sale services (e.g. user manuals)<br />17.        Au answered Li’s problem<br />18.        Fung puts up a problem that HKEAA may not have enough budget,<br />with statistical references<br />19.        Au suggests a contingent solution (proposal to gov)<br />20.        Li asks for feasibility of the solution (e.g. what if the proposal failed)<br />21.        Au suggests another contingent solution (50% discount)<br />22.        Li finds the second solution satisfactory,<br />and ask Fung (his boss) whether they sign the contract <br />for purchasing the new marking system immediately.<br />23.        Fung agrees with Li, then end the discussion <br />by expressing his hope<br />(i.e. no more complaint made by junior examiners should exist after upgrading)<br /><br />REVISED SCRIPTS: <h5>引用:</h5><blockquote>Au:        Nice to see you. As you may know, under the current computerized <br />marking system junior examiners have to look at the horizontal <br />computer screen for the scanned candidates’ answer scripts <br />before they can submit the marks. Many junior examiners do <br />hate [stress these words in bold!] skimming and scanning script <br />on the computer screen as this alone not only is inconvenient <br />but also makes their eyes easily tired. <br /><br />Fung:        You may look at the survey result from the junior <br />examiners about the satisfaction of using the current system. <br />[Open the document] You see, over 70% of the junior examiners<br />prefers the traditional marking method to the new system. This <br />means that although by the new system no candidate’s script <br />would be lost, it comes with a price that the administrative <br />inconvenience occurring to markers has been on the rise. <br /><br />Au:        It seems to me that the problem is quite big. Then?<br /><br />Li:        Also, they find it impossible to mark the scripts in detail <br />as they cannot hand-write marking scripts in the scanned <br />candidate’s answer script while the traditional, non-<br />computerized method can. To be simple, they have ill-adapted to<br />the electronic marking systems that we are currently using. <br /><br />Fung:        Thus, the efficiency of marking using the current <br />computerized system is quite questionable. As to this, are there <br />any feasible methods in your company that can ease the junior <br />examiner’s grumbles (怨言)? Otherwise, to maintain the morale <br />among markers I am afraid we would have no choice but to end <br />the contract for using the current computerized system. <br /><br /><br />Au:        Well…Have you heard of NanoTechnology (奈米技術)? In<br />recent months our IT experts have managed to implement a<br />horizontal touchscreen marking system with software kits that<br />can make marking easier. I guess the junior examiners are<br />currently bothering inability to add marking script because the<br />current marking system we are using only allow entering and <br />submitting marks. This time, markers will be provided with pens <br />for the touchscreen.<br /><br />Fung:        You mean junior examiners can mark or even write<br />comments on-screen as a simulation of traditional hand-writing<br />methods? That’s sound great! [Surprised] But could you <br />demonstrate how it can be used?<br /><br />Au:        With the hardware of the improved marking system.<br />Just import the edited candidate’s script and the marking scripts <br />made on the touchscreen appears. <br /><br />Li:        I see. That means under the improved system markers<br />will feel it more convenient just like writing on a piece of paper. <br />Then how can the marking scripts made be handled? Would the <br />script be lost when the system halts? And would it be possible<br />to save the marking scripts? <br /><br />Au:        By virtue of this new system markers can share their <br />marking scripts to guarantee the fairness of marking. The <br />electronic marking scripts can be saved to any common file <br />format and they are freely-transferable, say, by simply via a <br />flash drive.<br /><br />Li:        Then, under the new system how can junior examiners <br />submit marks? I fear that the marking could be more complicated<br />than the current marking system does. That is, if we have to <br />submit the mark by hand-writing on horizontal screen, the new <br />system backfires.<br /><br />Au:        Well…As to this point, Mr. Fung, could you please tell me<br />if there exists any complaints about the mark-submission <br />components in the current system?<br /><br />Fung:        No problem. [searching for date]. Having found the <br />relevant data, be assured that no record of any complaints<br />regarding mark-submission components of the current system is <br />found so far. So would such a component be retained in the <br />improved system?<br /><br />Au:        To optimize the efficiency of the improved system this <br />component would be kept for sure.<br /><br />Li:        Then we need to face another problem: What are the<br />procedures of upgrading the current computerized marking <br />system into improved ones?<br /><br />Fung:        That is, we simply replace the hardware and installed<br />the up-to-date software kits and all things will run well? <br /><br />Au:        Bingo! [Nodding/showing “good” gesture]<br /><br />Li:        Next I would like to inquire the after-sale service, say the<br />user manual and on-line technical supports. There should be at<br />lease instructions to guide junior examiners how to use the<br />improved system right? Also, in case of language paper marking,<br />should there be any bilingual documentation for the improved<br />system?<br /><br />Au:        To suit different teachers’ need, be assured that the <br />documentation will be written in bilingual form, and free<br />electronic versions are also available from our official sites.<br /><br />Fung:        All seems work fine. But there is still a problem:<br />Would this replacement plan be ultra-expensive as when we<br />have purchased first-time? You know, our company may run<br />short of capital for the upgrade of computerized marking system.<br />To prove so, please take a look of our organization’s finance<br />report. This year the net profit we earned cannot meet the cost <br />of the system upgrade if the price remains unchanged.<br /><br />Au:        Don’t worry. I shall file a proposal to make the <br />government provide subsidy on your organization. It is because<br />HKEAA belongs to social institution of educating. As the local <br />government advocates, the educational reform should have <br />governmental support in need.<br /><br />Li:        What if the proposal failed? You know, HKEAA is but a <br />self-financed institution and the current government seems <br />reluctant to provide us with subsidy because it is also facing <br />fiscal deficit.  <br /><br />Au:        Don’t worry either. Our company is please to provide a<br />50%-off discount on you. You know, assessment for learning is<br />your institution’s motto and as a social enterprise, we would <br />help for sure in case of financial difficulties. Would it be OK?<br /><br />Li:        Then all would be satisfactory. Mr. Fung, shall we sign<br />the contract of the new system purchase in no time? It is<br />because the public examination period of this year will come <br />after a few weeks.<br /><br />Fung:                        I cannot agree more.
